Panama City Beach rules & regulations

Every renter must review these before booking. You'll be asked to acknowledge them at checkout.

Street-legal rules

Panama City Beach — what you can and can't do on a cart

Golf carts permitted on streets ≤ 35 mph.

The rules

  1. Public-road use is permitted on streets posted at or below 35 mph.
  2. Only Low-Speed Vehicles (LSVs) with a plate, seat belts and DOT lighting may operate on public streets.
  3. Driver must be at least 16 years old and hold a valid state driver's license.
  4. Registered, insured, titled LSVs (driver's license required) may use PCB streets posted 35 mph or less but not Panama City Beach Parkway/US 98 or Hutchison Blvd; standard golf carts are limited to roads of 25 mph or less.
  5. Every passenger must be in a designated seat with a functioning seat belt where required. No riding on laps, bumpers, or cargo beds.
  6. No riding under the influence. The same DUI rules that apply to cars apply to golf carts.
  7. Yield to pedestrians and bicycles. Use headlights and taillights whenever visibility is reduced.

Local tips

  • Front Beach Road is legal for LSV carts but heavy in summer — use the parallel back streets.
  • Spring break traffic rules change year to year; ask your host what's in force.
